Pastel chalk question

an artist i saw over the weekend was using some sort of thick chalk or pastel that he had in a box. he would put a glove on and rub the chalk with his fingers then put it on the paper. it doesnt seem to smudge like regular pastels. any ideas on what this may be? thanks.
