It depends on if you want a free site with a hard to remember name or if you want your own domain name.
I have mine registered through doteasy.com which hosts the site for free as long as I register through them. The costs me $25 a year and I do my own web design and updates.
You can go the free route too, but you will have a long, hard to remember name and most likely some pop-up adds and advertisements too.

Well really toonmom hasnt got the hosting for free, you can get .com domains from most registars for $10 but doteasy have the other of hostign it which then your gettign a years hosting for $15, that isnt bad on the price as most hosts charge $10 a month. I would suggest doteasy to start with doteasy for a domain name and hosting if you want to start out. For making the website instead of using the cheating way of making one i suggest the time to learn HTML, a recommended site will be ronsguide.com if you want a shoutbox A.K.A tagboard you can get remotely hosted ones from saybox.co.uk. The power of webdesign put together with artwork can actually create a good combination and make some good sites as art is attractive and put on websites will amaze people, just whatever you do dotn pick the wrong olour scheme for your website. For colours i recommend soemthign in between light and dark, light will blind people and dark will put a lot of people off.
